of the System And Resource Libraries Administrators Association of Wisconsin Upon determining a quorum, the meeting was called to order by President, Bernie Bellin at 10:10 a.m. Present: Mike Cross, DLTCL; Bernie Bellin, LLS; Walter Burkhalter, MWFLS; Kathy Schneider, WiLS; David Weinhold, ESLS; Alan Engelbert, Manitowoc PL/MCLS; Michael Tyree, West Bend PL; Jessica MacPhail, Racine PL; John Nichols, Oshkosh PL/WLS; Alan Zimmerman, DLTCL; Peter Hamon, SCLS; Jeanne Stoltenburg, NWLS; Mark Merrifield, NFLS; Sandy Robbers, IFLS; David Polodna, WRLS; Mark Morse, L.E. Phillips PL, Eau Claire; Connie Crooks, Milwaukee PL; Karen Krueger, Hedberg PL, Janesville; Rick Krumwiede, OWLS; Mark Arend, WLS; Heather Eldred, WVLS Members introduced themselves, and the agenda was accepted as printed. It was announced that Gene McLane would like to find a place to house a large framed photo of the signing of the original library system bill. By consensus, it was decided to suggest to Gene that the photo be passed along to Mark Morse who is the SRLAAW Archivist. Noting the misspellings of "Hennen," "MacPhail," and "Krumwiede" in the July 10, 2003 minutes, those minutes were approved as corrected. M/Polodna S/Merrifield. Treasurer's Report LD&L Report Cross also reported that the library 'district enabling' bill is dead at this time. The bill needs a new sponsor and Mike thinks that SRLAAW should wait for a new sponsor to be identified before taking any kind of action. This will give libraries a chance to learn about the bill's language. He said he would make the language available to SRLAAW members via email in the near future. Cross reported on AB 431, a bill that would create an alternate method of qualifying for exemption from the county library tax. DLTCL, WLA, and SRLAAW are opposed to this bill. If it passed as written, we would try to get the Governor to veto it. SRLAAW took action in opposition to SB431 as it stands now but, if it does go forward, SRLAAW would like to see compromise language added to the bill which would say that, prior to implementation of this exemption, approval must be granted by the County Board of Supervisors, the County Library Board (if one exists), and the area's library system board of trustees. DPI Reports A discussion on 'Maintenance of Effort' (MOE) requirements was led by Zimmerman. A sheet, "Procedure for Enforcement of the Public Library System Maintenance-of-Effort Requirement" was distributed indicating that DLTCL will abide by the law in MOE non-compliance situations. Nichols raised the question of how the MOE law can be protected in a 'freeze' situation. A DLTCL moratorium was suggested. Polodna said this shouldn't happen because if MOE can be implemented or ignored at will, it has no real power. Cross said DLTCL received an inquiry from the City of Milwaukee regarding MOE because it looks as though the City of Milwaukee will be making major cuts in library support. As an outgrowth of this discussion, it was suggested that DLTCL should post their opinions on various issues on their and/or SRLAAW's web site. That way, we'd all know how DLTCL was responding to questions raised by our colleagues. Recognizing the potential value of this type of information sharing, Cross indicated that DLTCL staff would work on this suggestion. A copy of a 8/4/03 request for an Attorney General's opinion (from Libby Burmaster to Peg Lautenschlager) was distributed. The request is for Lautenschlager's opinion on the use of library surveillance tapes and for the position a library should take when law enforcement officials become involved in collection of overdue library materials and need to know information which would connect a library borrower with specific materials vis a vis WIS. STATS. 43.30. The meaning of the 'joint agency' language in WIS. STATS. 43.19(2) was raised. The question was passed along to DLTCL staff who agreed to prepare and distribute a definition/clarification of this language in the near future. Gates Library

Mailings Report from SRLAAW
ILL Committee Drew said she is looking at Z39.50 - what it would look like? How it would work and the role it would play in Wisconsin's ILL framework. The committee plans to look further at the ILL set-ups in Missouri, Illinois, and Minnesota, i.e., cost elements and functions of their operations so that they can be realistically compared with what Wisconsin has now. There will be a focus on public library ILLs and ILLs between systems. OCLC is sharply reducing the ILL costs but a library must have access to WorldCat FirstSearch. Maybe a demo could be set up. The point is that WISCAT is beginning to 'break' and we have to look at other options. Schneider distributed a "WiLS ILL Fact Sheet for SRLAAW" document. She indicated that a date for library systems and resource libraries to meet and talk about OCLC ILL would be set during the week of September 15th. It was reported that the Milwaukee Public Library and the Milwaukee County Federated Library System are out of the ILL business. No more deliveries will be made to/from Milwaukee after 12/31/03. Other systems' costs will not be raised to offset the departure of Milwaukee. Report from SRLAAW
