Upon determining a quorum, the meeting was called to order by President, Bernie Bellin at 10:10 a.m.

Members introduced themselves, and the agenda was accepted as printed.

It was announced that Gene McLane would like to find a place to house a large framed photo of the signing of the original library system bill. By consensus, it was decided to suggest to Gene that the photo be passed along to Mark Morse who is the SRLAAW Archivist.

Noting the misspellings of "Hennen," "MacPhail," and "Krumwiede" in the July 10, 2003 minutes, those minutes were approved as corrected. M/Polodna S/Merrifield.

Treasurer's Report
David Polodna, SRLAAW Treasurer, reported a balance of $1,670.52 in the SRLAAW account. This report was accepted by consensus.

LD&L Report
Mike Cross reported that Governor Doyle vetoed a bill that would have placed an ending or 'sunset' condition to the use of Universal Service Fund dollars for library system support.

Cross also reported that the library 'district enabling' bill is dead at this time. The bill needs a new sponsor and Mike thinks that SRLAAW should wait for a new sponsor to be identified before taking any kind of action. This will give libraries a chance to learn about the bill's language. He said he would make the language available to SRLAAW members via email in the near future.

Cross reported on AB 431, a bill that would create an alternate method of qualifying for exemption from the county library tax. DLTCL, WLA, and SRLAAW are opposed to this bill. If it passed as written, we would try to get the Governor to veto it. SRLAAW took action in opposition to SB431 as it stands now but, if it does go forward, SRLAAW would like to see compromise language added to the bill which would say that, prior to implementation of this exemption, approval must be granted by the County Board of Supervisors, the County Library Board (if one exists), and the area's library system board of trustees.

DPI Reports
Cross reported that there is some concern about the Tasks Force "language bill." He will send copies out for further consideration.

A discussion on 'Maintenance of Effort' (MOE) requirements was led by Zimmerman. A sheet, "Procedure for Enforcement of the Public Library System Maintenance-of-Effort Requirement" was distributed indicating that DLTCL will abide by the law in MOE non-compliance situations. Nichols raised the question of how the MOE law can be protected in a 'freeze' situation. A DLTCL moratorium was suggested. Polodna said this shouldn't happen because if MOE can be implemented or ignored at will, it has no real power. Cross said DLTCL received an inquiry from the City of Milwaukee regarding MOE because it looks as though the City of Milwaukee will be making major cuts in library support.

As an outgrowth of this discussion, it was suggested that DLTCL should post their opinions on various issues on their and/or SRLAAW's web site. That way, we'd all know how DLTCL was responding to questions raised by our colleagues. Recognizing the potential value of this type of information sharing, Cross indicated that DLTCL staff would work on this suggestion.

A copy of a 8/4/03 request for an Attorney General's opinion (from Libby Burmaster to Peg Lautenschlager) was distributed. The request is for Lautenschlager's opinion on the use of library surveillance tapes and for the position a library should take when law enforcement officials become involved in collection of overdue library materials and need to know information which would connect a library borrower with specific materials vis a vis WIS. STATS. 43.30.

The meaning of the 'joint agency' language in WIS. STATS. 43.19(2) was raised. The question was passed along to DLTCL staff who agreed to prepare and distribute a definition/clarification of this language in the near future.

Gates Library Grants
There were no reports on the Gates Library Grants.

Delivery and All-Library Mailings
Polodna raised the question of who makes decisions about what gets put into all-library mailings. The answer was: Sally Drew. It was suggested that if anyone is asked to include specific materials in this mailing, they should turn the question over to Sally and let her decide whether or not the material in question should be included in the mailing.

Report from SRLAAW ILL Committee
Engelbert reported that the 1st meeting of this committee addressed immediate issues connected to non-payment issues. They recognized a need to develop ILL protocols. Alternate methods for provision of statewide ILL were looked at: Fretwell-Downing; dropping the union catalog and looking at Z39.50 management software; looking at variant OCLC methods such as those in Missouri and Illinois and wondering if those models were viable from the standpoint of cost. S. Drew said she is getting preliminary figures.

Drew said she is looking at Z39.50 - what it would look like? How it would work and the role it would play in Wisconsin's ILL framework.

The committee plans to look further at the ILL set-ups in Missouri, Illinois, and Minnesota, i.e., cost elements and functions of their operations so that they can be realistically compared with what Wisconsin has now. There will be a focus on public library ILLs and ILLs between systems.

OCLC is sharply reducing the ILL costs but a library must have access to WorldCat FirstSearch. Maybe a demo could be set up.

The point is that WISCAT is beginning to 'break' and we have to look at other options.

Schneider distributed a "WiLS ILL Fact Sheet for SRLAAW" document. She indicated that a date for library systems and resource libraries to meet and talk about OCLC ILL would be set during the week of September 15th.

It was reported that the Milwaukee Public Library and the Milwaukee County Federated Library System are out of the ILL business. No more deliveries will be made to/from Milwaukee after 12/31/03. Other systems' costs will not be raised to offset the departure of Milwaukee.

Report from SRLAAW Committee on LSTA Public Library System Study
Members commented on this committee's report and it was agreed that SRLAAW needs to come to some agreement on definitions of systems' unique role/s. It was recommended that DLTCL should provide leadership for this continuing study. A motion asking this committee to meet with Cross to look further at the report before it goes to the LSTA Advisory Committee was approved. M/Hamon S/Weinhold. Stay tuned.

Date and location of next SRLAAW meeting
The next SRLAAW meeting will be held on Friday, November 7, 2003. The site was not confirmed

President Bellin declared the meeting adjourned at 12:50 p.m.
